☔ Erdoğan is increasingly turning Turkey into a personal authoritarian regime. This is a sad day for all democrats in Turkey. In an unfair election environment a very narrow majority has endorsed a constitutional change that will give president Erdoğan unchecked powers. With such a constitution, Turkey cannot join the EU.

☔ Erdoğan’s strategy was to insult journalists, Kurds, the opposition, dissenters and even EU countries and to declare them enemies. This made him look like a strong man and close ranks behind him. This referendum took place under unfair conditions: the governing AKP abused the state of emergency to block, threaten and ban opponents.

☔ The result is a devastating blow to democracy in Turkey. The EU must now make clear that it stands on the side of those who, despite intimidation and prosecution, have stood up for democracy.

☔ Despite this result, now is not the time to turn our back on Turkey. We must continue a critical dialogue if we are to hope to influence developments in the country for the better.

Statement by Council of Europe Secretary General Thorbjørn Jagland on the outcome of the Turkish constitutional referendum

The Turkish electorate has voted on the amendments to the Constitution. In view of the close result the Turkish leadership should consider the next steps carefully. It is of utmost importance to secure the independence of the judiciary in line with the principle of rule of law enshrined in the European Convention on Human Rights. The Council of Europe, of which Turkey is a full member, stands ready to support the country in this process.

Statement by President Juncker, High Representative/Vice-President Mogherini and Commissioner Hahn on the referendum in Turkey

President of the European Commission Jean-Claude Juncker, High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission Federica Mogherini and Commissioner for European Neighbourhood Policy and Enlargement Negotiations Johannes Hahn issued the following statement today:

“We take note of the reported results of the referendum in Turkey on the amendments to the Constitution, adopted by the Turkish Grand National Assembly on 21 January 2017.

We are awaiting the assessment of the OSCE/ODIHR International Observation Mission, also with regard to alleged irregularities.

The constitutional amendments, and especially their practical implementation, will be assessed in light of Turkey’s obligations as a European Union candidate country and as a member of the Council of Europe.

We encourage Turkey to address the Council of Europe’s concerns and recommendations, including with regards to the State of Emergency. In view of the close referendum result and the far-reaching implications of the constitutional amendments, we also call on the Turkish authorities to seek the broadest possible national consensus in their implementation.”

Harsh blow against democracy; EU accession talks must be suspended

S&D Group president Gianni Pittella speaking on the Turkish citizens’ vote in historic referendum said:

“Another harsh blow against democracy and rule of law has been dealt in Turkey. This is yet another decisive step away from Europe. Erdoğan has closed his doors to the EU with this referendum. The EU accession talks should be suspended once Turkey decides to implement the 18 constitutional amendments.

“Many irregularities across the whole of Turkey have been alleged; irregularities that may cast a shadow on the final outcome. We, therefore, are looking forward to the official assessment by the Organization for Security and Co-operation in Europe (OSCE) / Office for Democratic Institutions and Human Rights (ODIHR) International Observation Mission.

“We remain convinced that the majority of the Turkish citizens are still looking at democracy and rule of law as crucial benchmarks. Unfortunately, Erdoğan is increasingly turning Turkey into a personal authoritarian regime.

“The S&D Group will do whatever it takes to reinforce democracy and rule of law against the authoritarian drift carried out by the Erdoğan. Nevertheless, the S&D Group requests the Council to envisage all the necessary measures in order to suspend the EU accession talks with Turkey. Europe cannot turn a blind eye and remain silent – and Europe will not.”

S&D MEP Kati Piri, the European Parliament’s rapporteur on Turkey, stated:

“This is a sad day for all democrats in Turkey. In an unfair election environment a very narrow majority has endorsed a constitutional change that will give president Erdoğan unchecked powers. With such a constitution, Turkey cannot join the EU.

“As rapporteur, I’ll continue to stand by all those fighting for democracy and fundamental rights in Turkey. Today’s outcome shows there are millions of Turkish citizens who share the same European values and who chose a different future for their country. The EU should never close the door to them.”

CFR Group reaction: The Turkish people expressed their will, our strategic cooperation must go on but we will still express our concerns

On Sunday the Turkish people expressed their will to amend the constitutional arrangement of their country.

Whatever our views on President Erdogan being granted more executive power, Turkey remains a NATO member and a key strategic partner in addressing common challenges such as the threat of terrorism, stability in the Middle East as well as the refugee and migration crisis.

But this cooperation should not prevent us from being honest with Turkey, and with President Erdogan. We will continue to express our concerns over the Turkish government’s respect for liberal democracy, the rule of law and freedom of speech.

Turkish referendum: Erdogan abuses democratic process for personal gain

GUE/NGL President Gabi Zimmer has expressed disappointment and serious concern over the Turkish referendum result:

“Erdogan has abused Turkish democracy by winning a majority of the electorate in a referendum to change the constitution for personal benefit. His strategy was to insult journalists, Kurds, the opposition, dissenters and even EU countries and to declare them enemies. This made him look like a strong man and close ranks behind him.”

“We are concerned about reports that the tight result in favour of the governing Justice and Development Party (AKP) was manipulated,” Zimmer added.

“This referendum took place under unfair conditions: the governing AKP abused the state of emergency to block, threaten and ban opponents of the presidential system from the media. The head of the OSCE election observation mission in Turkey confirmed the considerable obstacles placed against the ‘No’ camp.”

“Erdogan sowed division in Turkish society. He must now bring the country and all its population together by releasing imprisoned members of the opposition- as well as journalists and activists – give back jobs to the thousands of civil servants and employees suspended or dismissed during the last months and to immediately lift the state of emergency,” Zimmer urged.

“If Erdogan continues to oppress large segments of Turkish society with his newly-acquired powers dark times lie ahead. Reintroducing the death penalty will move Turkey farther away from the EU and its values,” the German MEP affirmed.

“Under the backdrop of the refugee and humanitarian crisis, EU leaders acquiesced to insults and blackmail from Erdogan in order not the jeopardise the EU-Turkey deal. The EU has not done any favours to itself nor to democracy in Turkey as the referendum result clearly shows.”

“It is high time for the EU to realise the costs of this approach and free itself from Erdogan’s dependence,” Zimmer concluded.

Reaction of the Greens/EFA group

Responding to reports that President Erdogan has claimed victory in the Turkish referendum on proposed constitutional reforms, Greens/EFA co-president Ska Keller said:

“This result is a devastating blow to democracy in Turkey. After a campaign that took place in a climate of intimidation and fear, with outrageous restrictions on freedom of the press, Erdogan is now on track to transform the country into a one-man authoritarian regime. The EU must now make clear that it stands on the side of those who, despite intimidation and prosecution, have stood up for democracy. It is now high time for the EU to increase the pressure on Erdogan to end his fight against the free press and the opposition.

“We must stand side by side with all those Turkish citizens who are still striving to bring their country towards a rapprochement with the EU. However, it is clear that the strengthened economic cooperation that Erdogan so aspires to cannot happen so long as he continues to lead Turkey in an ever more oppressive direction. Negotiations over the modernisation of the customs union must not be opened until Erdogan has proven he is willing to make concessions and return to democracy.”

Greens/EFA co-president Philippe Lamberts added:

“It has long been clear to most that the EU-Turkey refugee deal was destined to failure; all must surely now agree that it cannot possibly continue. Rather than making deals with Erdogan, the EU must stand strong behind its commitment to democracy, press freedom and human rights.

“Despite this result, now is not the time to turn our back on Turkey. We must continue a critical dialogue if we are to hope to influence developments in the country for the better. The EU must push for the freedom of journalists and opposition politicians, and the hundreds of thousands Turkish citizens who have lost their jobs or been thrown in prison under the ongoing state of emergency.”

Zum Referendum über eine Verfassungsänderung in der Türkei erklären Bundeskanzlerin Angela Merkel und Außenminister Sigmar Gabriel:

Montag, 17. April 2017 – “Das türkische Volk war aufgerufen, über eine Änderung der Verfassung der türkischen Republik abzustimmen. Die Bundesregierung nimmt das vorläufige Abstimmungsergebnis zur Kenntnis. Sie respektiert das Recht der türkischen Bürgerinnen und Bürger, über ihre eigene Verfassungsordnung zu entscheiden.

Der knappe Ausgang der Abstimmung zeigt, wie tief die türkische Gesellschaft gespalten ist. Das bedeutet große Verantwortung für die türkische Staatsführung und für Präsident Erdogan persönlich. Die Bundesregierung erwartet, dass die türkische Regierung nun nach einem harten Referendumswahlkampf einen respektvollen Dialog mit allen politischen und gesellschaftlichen Kräften des Landes sucht.

Die Bundesregierung dankt der OSZE-Wahlbeobachtermission für ihre Arbeit im Vorfeld und während des Referendums. Der abschließenden Einschätzung der OSZE-Wahlbeobachter am heutigen Montag soll nicht vorgegriffen werden. Die Bundesregierung misst dieser Bewertung besondere Bedeutung bei. Der Leiter des OSZE-Büros für demokratische Institutionen und Menschenrechte, Michael Link, hatte bereits vergangene Woche Zweifel an der Gewährleistung fairer Bedingungen für das Referendum geäußert.

Die Bundesregierung ruft in Erinnerung, dass die Venedig-Kommission des Europarats gravierende Bedenken sowohl hinsichtlich des Verfahrens als auch der Inhalte dieser Verfassungsreform geäußert hat. Als Mitglied des Europarats, der OSZE und als EU-Beitrittskandidat, der den Kriterien der EU von Kopenhagen zu Demokratie und Grundrechtsschutz verpflichtet ist, muss die türkische Regierung diesen Bedenken Rechnung tragen. Darüber müssen schnellstmöglich politische Gespräche mit der Türkei stattfinden, sowohl auf bilateraler Ebene als auch zwischen den europäischen Institutionen und der Türkei.”

L’organisation d’un référendum sur la peine de mort constituerait évidemment une rupture avec des valeurs d’Europe !

La France prend acte des chiffres annoncés au sujet du référendum sur les réformes constitutionnelles organisé hier en Turquie. Elle prend note des contestations émises et suivra avec la plus grande attention les évaluations du scrutin effectuées par le Conseil de l’Europe et l’OSCE.

Il appartient aux Turcs et à eux seuls de décider de leur organisation politique. Mais les chiffres publiés montrent qu’en tout état de cause la société turque est divisée sur les profondes réformes envisagées. Les valeurs et les engagements pris dans le cadre du Conseil de l’Europe devraient conduire les autorités turques à conduire un dialogue libre et sincère avec toutes les composantes de la vie politique et sociale.

L’organisation d’un référendum sur la peine de mort constituerait évidemment une rupture avec ces valeurs et ces engagements.

TIME FOR UNITY AND REFORM IN TURKEY

The people of Turkey have voted in a referendum on proposed amendments to the Constitution. We are living in a period of historically important global changes. Regardless of the outcome of the vote, it is now time to stand in solidarity for a stronger Turkey and to look to the future without delay.

Turkey’s structural problems continue today as they did before. Resolving these problems are in Turkey’s national interests and is essential to becoming globally competitive. It is time to progress by preserving freedoms, pluralism and solidarity. We urge the government and parliament to prioritize the reform agenda that is before our country. Our proposals can be summarized under the following three categories:

DEMOCRACY

In a globally competitive environment, it is in Turkey’s national interests to preserve the rule of law, democracy and freedoms. In spirit of the strong commitment to democracy exhibited during the campaign, the following reforms must be prioritized:

☛ Ending the state of emergency, which was necessitated by the attempted coup of July 15 and restoring the rule of law;

☛ Strengthening the independence and impartiality of the judiciary, that is inclusive of all segments of society;

☛ Revising the electoral threshold to enable maximum and just representation;

☛ Upholding merit and loyalty as guiding lines in public service;

☛ Reforming the Political Parties Law;

☛ Establishing a system of justice that protects freedom of thought and expression;

☛ Securing the right of access to information and communication, strengthening media and internet freedoms, and harmonization of regulation of personal data protections with European Union standards.

ECONOMY

Although the economy confronts serious risks due to uncertainty in the global economy, Turkey’s strong macroeconomic balance, dynamic population and young workforce provide great opportunity. Economic growth can be achieved by reforms that increase productivity as opposed policies that boost demand. To achieve macroeconomic stability in the short term we strongly support measures to reduce inflation below the 5% target. The implementation of structural reforms that builds confidence in Turkey’s economy and international position is of critical importance:

☛ The preservation of the independence of supervisory and regulatory agencies;

☛ Measures against the unregistered economy and the establishment of transparency and effectiveness in tax policies;

☛ The improvement of capital markets and alternative means of financing to create resources for the real sector;

☛ Support for financial literacy and digitization with the aim of achieving financial inclusiveness;

☛ The enactment of public procurement legislation that is competitive, transparent, and effective in line with EU standards;

☛ Comprehensive education reform that prioritizes free thinking, analysis and creativity, STEM education (science, technology, engineering, mathematics) and English competency;

☛ Support for SMEs by increasing productivity and providing access to financing in the digital age;

☛ Modernizing the industrial strategy with concrete goals for the Industrial Revolution 4.0 and digital technological transformation, which will define the strength of countries in the 21st century;

☛ Resolving structural problems that cause higher food prices, such as increased production costs, supply shortages, and problems in the production chain;

☛ A comprehensive action plan for a sustainable tourism sector;

☛ Reforms aimed at creating a sustainable, predictable and free market in the energy sector;

☛ Regulations and incentives that preserves Turkey’s natural resources and promotes the transition to a low carbon economy;

☛ An action plan aimed at the development of digital competence skills for the citizens;

☛ Strengthening the relationship between education and labor markets and harmonization of qualifications to combat youth unemployment;

☛ Reducing tax and premium burdens on employment to average OECD levels and improving labor market flexibility;

☛ Decisive steps towards securing gender equality in all areas, especially in education, labor force participation, and management;

☛ A communication strategy seeking public support for the implementation of these reforms and strengthening Turkey’s foreign relations.

RELATIONS WITH THE EUROPEAN UNION

The Turkey-EU relationship comprises historical depth, active partnership and future gains. The EU accession process is critically important for a globally competitive Turkey. This process provides competitive strength, social prosperity, technological development, finance, investment, exports, tourism and rule of law, which are priorities for Turkey’s national interests. As it progressed towards EU accession, Turkey became a source of economic and democratic reference for advancing countries around the world. At the same time, Turkey has had greater contributions to Europe due to its strong relations with other parts of the world. Meanwhile, the strategy for “Europe’s future” is evolving in concentric circles, with a federal Eurozone in the center of a wider confederal European Union. The goal of accession negotiations may in fact be pursued as Turkey preserves its democratic stability and the EU adopts a flexible integration model. In this respect, the following fields of action should be prioritized:

☛ Updating the existing customs union regime, including the digital economy dimension, as a strategic priority;

☛ Better integrating Turkey into European internal security cooperation in the fields of migration and refugee policies, the struggle against organized crime and terrorism, and visa free travel;

☛ Closer cooperation with the EU in energy policies in the areas of international supply networks, market regulations, and renewable energy technologies;

☛ Achieving a solution in Cyprus;

☛ Actively contributing to peace and social order in Syria, as a NATO member and European country.

We believe that, as it reforms in the areas of democracy, economy and the EU process, Turkey’s star will rise as a globally competitive and prosperous country.

Türkiye İçin Birlik ve Reform Zamanı

Ülkemiz, Anayasada değişiklikler içeren kanun teklifinin halkoylamasını geride bıraktı. Tarihsel önemde küresel değişimlerin yaşandığı bir dönemdeyiz. Referandum sonucu hangi yönde olursa olsun, şimdi daha güçlü Türkiye için toplumsal dayanışma içerisinde olmanın ve vakit kaybetmeden geleceğe bakmanın zamanıdır.

Türkiye’nin yapısal sorunları, dün olduğu gibi bugün de varlıklarını sürdürmektedir. Bu sorunları çözmek, milli menfaatlerimiz doğrultusunda küresel ölçekte rekabetçi Türkiye’ye giden yolun anahtarıdır. Şimdi Türkiye için toplumsal özgürlük, çoğulculuk ve dayanışma içinde ilerleme zamanıdır. Ülkemizin önünde, devletimizin, Türkiye Büyük Millet Meclisi’nin ve hükümetimizin odaklanmasını önerdiğimiz ve kararlılıkla destek olacağımız somut bir reform gündemi bulunmaktadır. Önerilerimizi üç başlık altında özetliyoruz:

DEMOKRASİ

Dünya rekabet koşullarında hukuk, demokrasi ve özgürlükler toplumu olmak milli menfaatlerimiz açısından elzemdir. Halkoylamasına giden süreçte tüm tarafların dile getirdiği güçlü demokrasi taahhütleri doğrultusunda, aşağıdaki reform maddelerinin ivedilikle gündeme alınmasını öncelikli olarak görüyoruz:

☛ 15 Temmuz darbe teşebbüsünün zorunlu kıldığı olağanüstü hali geride bırakarak, olağan hukuk devleti ortamına mümkün olan en kısa sürede dönülmesi;

☛ Yargı erkinin bağımsızlığı ve tarafsızlığı konusunda toplumun tüm kesimlerini kapsayacak düzenleme ve uygulamaların devreye alınması;

☛ Mevcut seçim barajının, temsil zenginliğine adil ve azami seviyede olanak tanıyacak şekilde düzenlenmesi;

☛ Kamu yönetiminde liyakat kriterlerinin tavizsiz uygulanması;

☛ Siyasal Partiler Kanunu’nda reform yapılması;

☛ Adalet sisteminde düşünce ve ifade özgürlüğüne daha fazla imkân sağlayan bir yapının oluşturulması;

☛ İletişim ve bilgiye erişim hakkının güvence altına alınması, özgür medya ve internet ortamının güçlendirilmesi ve kişisel verilerin korunması mevzuatının AB standartları ile uyumlu hale getirilmesi.

EKONOMİ

Türkiye, dünya ekonomisinin içinden geçmekte olduğu belirsizlik döneminde ciddi risklerle karşı karşıya olmakla birlikte güçlü makroekonomik dengeleri, dinamik demografisi ve genç insan kaynağıyla büyük fırsatlara da sahiptir. Ekonomik büyümeye geri dönüş, talep yönlü politikalar yerine verimlilik artışını destekleyen reformlar yoluyla mümkündür. Kısa vadede makro iktisadi istikrarın sağlanması için enflasyonun %5’lik hedefin altına hızla ve kalıcı olarak indirilmesi için alınacak önlemleri kararlılıkla destekliyoruz. Bu çerçevede ulusal ve uluslararası ekonomik ortamımıza güven ve güç kaynağı teşkil edecek yapısal reformların hayata geçirilmesi kritik önem taşımaktadır:

☛ Piyasaları denetleyici ve düzenleyici kurum ve kuruluşların bağımsızlığının korunması;

☛ Kayıtdışı ekonomi ile mücadele ve vergi politikalarında saydamlık ve etkinliğin tesisi;

☛ Sermaye piyasalarının gelişimi ve alternatif finansman araçları yoluyla reel sektöre kaynak yaratılması;

☛ Finansal kapsayıcılığın yaygınlaştırılması amacıyla finansal okur yazarlık ve dijitalleşmeye destek sağlanması;

☛ Kamu ihaleleri mevzuatının AB standartlarında rekabetçi, saydam ve verimli olacak şekilde yasalaşması;

☛ Analitik, özgür ve yaratıcı düşünme, STEM (fen, teknoloji, mühendislik, matematik) ve İngilizce yetkinliği başta olmak üzere bilgi çağının gerektirdiği becerileri önceliklendiren kapsamlı bir eğitim reformunun hayata geçirilmesi;

☛ KOBİ’lerin verimlilik ve finansmana erişimde dijital çağın gereklerine uygun açılımlarına destekler verilmesi;

☛ Sanayi stratejisinin, 21. yüzyılda ülkelerin gücünü belirleyecek olan Sanayi 4.0 Devrimi ve dijital teknolojik dönüşümle uyum arz eden somut hedeflerle güncellenmesi;

☛ Gıda enflasyonuna da neden olan artan üretim maliyeti, arz açığı, ürün zincirlerindeki aksaklıklar gibi yapısal sorunların çözülmesi;

☛ Sürdürülebilir turizmin tesisi yönünde bütüncül bir eylem planının hazırlanıp devreye alınması;

☛ Enerji sektöründe serbest, sürdürülebilir ve öngörülebilir piyasa hedefli reformların hayata geçirilmesi;

☛ Türkiye’nin doğa hazinesini koruyacak ve düşük karbon ekonomisine geçişi destekleyecek düzenleme ve destek politikalarının uygulanması;

☛ Başta dijital yetkinlikler olmak üzere “yetişkin becerileri”nin geliştirilmesine yönelik eylem planının devreye alınması;

☛ Genç işsizliği ile mücadele için eğitim ile işgücü piyasası arasındaki bağın güçlendirilmesi ve vasıf uyumunun gözetilmesi;

☛ İstihdam üzerindeki vergi ve prim yükünün OECD ülkeleri ortalamasına çekilmesi, güvenceli esnek çalışma biçimlerinin geliştirilmesi;

☛ Toplumsal cinsiyet eşitliğinin eğitim, çalışma ortamı ve yönetime katılım başta olmak üzere hayatın her alanında sağlanmasına yönelik kararlı adımlar atılması;

☛ Bu reformların başarısı için toplumsal desteği pekiştirecek ve Türkiye’nin uluslararası saygınlığını, çekim gücünü ve marka değerini yükseltecek bir iletişim stratejisinin oluşturulması ve uygulanması.

AVRUPA BİRLİĞİ İLE İLİŞKİLER

Türkiye-AB ilişkileri tarihsel derinlik, güncel ortaklık ve geleceğe yönelik kazanımları içermektedir. Avrupa Birliği’ne üyelik süreci, küresel rekabette daha güçlü bir Türkiye hedefi için belirleyici öneme sahiptir. AB üyelik süreci, sağladığı rekabet gücü, sosyal refah, teknolojik ilerleme, finans, yatırım, ihracat, turizm ve öngörülebilir bir hukuk devleti düzeni unsurlarıyla Türkiye’nin öncelikli milli çıkarıdır. Türkiye, AB sürecinde ilerledikçe, dünyanın yükselmekte olan ülkeleri açısından ekonomik cazibe ve demokratik referans kaynağı olmuştur. Diğer taraftan, Dünyanın tüm bölgeleriyle güçlü ilişki kuran bir Türkiye’nin Avrupa’da çok güçlü bir etkisi olmaktadır. Ayrıca, yakın zamanda tartışmaya açılan “Avrupa’nın geleceği” stratejisi, merkezinde federal bir çekirdek Euro bölgesinin yer aldığı geniş bir konfederal AB’den oluşan, çok çemberli bir yapıya yönelmektedir. AB esnek bir entegrasyon yapısı, Türkiye ise demokratik istikrar alanlarında ilerleme dönemindeyken, müzakerelerin hedefini korumak mümkündür. Bu yönde şu ilerleme alanları öne çıkmaktadır:

Mevcut Gümrük Birliği rejiminin, dijital ekonomi boyutun da dikkate alacak bir yaklaşımla, stratejik öncelik olarak güncellenmesi;

☛ Göç ve mülteci politikaları, örgütlü suç ve terörle mücadele ve vizesiz seyahat alanlarında, Türkiye’nin Avrupa iç güvenlik işbirliğine dahil olması;

☛ Enerji politikalarında uluslararası tedarik ağları, piyasa düzenlemeleri ve yenilenebilir enerji teknolojileri boyutlarında AB ile daha yakın bir işbirliği;

☛ Kıbrıs’ta çözüme yönelik irade ve desteğin sonuca ulaşması;

☛ Suriye’de barışa ve toplumsal düzene, NATO üyesi bir Avrupalı ülke olarak aktif katkı sağlanması.

İnanıyoruz ki demokrasi, ekonomi ve AB süreci başta olmak üzere reform gündeminde kararlı adımlar atmak, küresel ölçekte rekabetçi ve müreffeh bir ülke olarak yıldızımızı parlatacaktır.

According to the results released regarding yesterday’s referendum, constitutional amendments leading the way to a presidential system have been adopted with a 51.4% approval rate. We wish these results to be beneficial for all our country and people.

With the results of this referendum, Turkey has decided to switch to a new political system. In this new system, the executive competences will be concentrated in the office of the Presidency. We hope that this new system will prove to be successful in the progress of our country in accordance with the principle of good governance. Furthermore, we do hope that in this new period which awaits our country, profound divisions and polarisation within our people will be overcome within the framework of the aim of increasing the prosperity and development of our country and in an environment of pluralist democracy and rule of law.

At this particular juncture, it is of utmost importance for our country to strive to advance its growth and development without delay. In this new period, we would like to stress the critical importance of accelerating political and economic reforms towards meeting our goal of EU membership which has been pursued by consecutive governments for 58 years. As a candidate country, one should recollect that our country has achieved important steps towards meeting that goal.

The agreement regarding the refugee crisis which was reached last year with the EU and the reforms which have been realised towards meeting the goal of visa liberalisation for Turkish citizens are some examples of Turkey’s efforts in this regard. Along with the completion of the visa liberalisation process, we would like to take this opportunity to highlight the importance of taking all the necessary steps regarding the modernisation of the Customs Union, recognising that the EU represents our biggest trade partner.

16 Nisan 2017 tarihinde yapılan referandum sonuçlarına göre Cumhurbaşkanlığı sistemine geçişi öngören Anayasa değişikliği paketi % 51,4 oy oranı ile kabul edilmiştir. Referandum sonuçlarının milletimiz için hayırlı olmasını diliyoruz.

Referandumda kabul edilen Anayasa değişikliği ile Türkiye yeni bir siyasi sisteme geçiş yapmıştır. Yürütmenin Cumhurbaşkanlığı makamında toplandığı bu yeni sistemin ülkemizin iyi yönetişim ilkelerine uygun bir şekilde ilerlemesi açısından başarılı sonuçlar vermesini ümit ediyoruz. Yeni dönemde, halkımızı bölen derin ayrılıklar ve kutuplaşmaların, çoğulcu demokrasi ve hukukun üstünlüğü ortamında, ülkemizin refahı ve kalkınması hedefi çerçevesinde aşılmasını temenni ediyoruz.

Ülkemizin daha fazla zaman kaybetmeden, yeniden büyüme ve kalkınma gündemine geri dönmesi gerekmektedir. Bu yeni dönemde, 58 yıldır bir devlet politikası olarak benimsenen Avrupa bütünleşmesine katılım ve AB üyeliği hedefinin yeniden güçlü bir şekilde gündeme alınarak, siyasi ve ekonomik reformların hızlandırılması öncelikli beklentimizi oluşturmaktadır. Ülkemiz bir aday ülke olarak, AB’ye uyum sürecinde bugüne kadar son derece önemli çabalar sarf etmiştir.

Geçtiğimiz sene AB ile mülteci konusunda girişilen işbirliği ve vize serbestliği için gerçekleştirilen reformlar bu çabaların en güncel örneklerini oluşturmaktadır. Vize serbestliği sürecinin tamamlanmasının yanında, ilk sıradaki ticaret ortağımız olan AB ile gümrük birliğinin güncellenme sürecine öncelik verilmeli ve bu sürecin Türkiye’nin orta gelir tuzağından kurtulma hedefine olumlu katkısı dikkate alınarak, bu yöndeki çalışmalar hızlandırılmalıdır.
